The majority report, which was authored by Sen. Lamar Alexander Alexander, R-Tenn., noted that the increase from 2015 to 2016 was « largely due to ACA regulations that have increased the cost of insurance. »
The rate at which the share of families making $25,000 or less can purchase health insurance climbed from 43 percent to 59 percent, including those without children, in the final three months of 2015. The rate dropped to 32 percent in 2016.
The Senate also found that the cost of premiums rose to $6,500 in 2016 from $3,000 in 2015.

The bill is called the American Health Care Act and it would repeal parts of Obamacare, and would require people to purchase their own insurance. But the Senate is not yet drafting legislation on the bill.
